Family Health Insurance Costs Doubled in 7 Years, Study Finds …

If you?ve seen your health insurance premiums increase along with your deductible, you?re not alone. A recent study by the Commonwealth Fund shows just how much more consumers are paying for employer-provided health insurance.

Total premiums ? the amount paid by both employers and workers combined ? for family coverage rose 50 percent from 2003 to 2010, to nearly $14,000 a year, the study found. (The fund is a private foundation that researches health policy issues. The report includes an interactive map showing premium increases by state).

Workers, meanwhile, are shouldering more of that burden. Their share of annual premiums increased by 63 percent over the same period. In 2010, employee premiums for family-plan coverage averaged about $3,700, up from roughly $2,300 back in 2003.

As a result, ?many working families have seen little or no growth in wages as they have, in effect, traded off wage increases just to hold onto their health benefits,? the report found.

What?s more, employees are paying more for less, because of higher deductibles ? the amount workers pay out of pocket before coverage kicks in. The average family deductible nearly doubled over the seven years studied, to almost $2,000 in 2010.

The study used annual employer data from the federal government to examine insurance cost trends in the 50 states and the District of Columbia.

Whether the rate of cost growth can be slowed, the report said, depends on the Affordable Care Act, which was passed in March 2010 and intended to go into effect over several years. The act has, for instance, rules to limit what insurance companies can spend on administrative costs and can be ?a platform for further action,? the report said.

In November, however, the Supreme Court agreed to hear a challenge to the healthcare overhaul law, throwing some of its provisions into question.

?With rising costs and eroding coverage, much is at stake for the insured and uninsured alike as the nation looks forward,? the report concluded.

California calls mortgage settlement “inadequate” (AP)

WASHINGTON ? California officials are refusing to sign a proposed settlement between U.S. states and the nation’s biggest mortgage lenders over deceptive foreclosure practices, calling it “inadequate.”

The objection raised by the nation’s biggest state delivered a major setback to the deal, which promised to help roughly 1 million homeowners see the size of their mortgage reduced by an average of $20,000.

Five major banks ? Bank of America, JPMorgan Chase, Wells Fargo, Citibank and Ally Financial _have agreed to the settlement, which was sent around Monday for state officials to review.

California Attorney General Kamala D. Harris says the deal as written would limit her ability to bring civil charges against mortgage lenders that wrongfully foreclosed on homeowners. Harris, who is a Democrat, objected to an earlier version of the settlement in September.

“We’ve reviewed the details of the latest settlement proposal from the banks, and we believe it is inadequate for California,” said Shum Preston, a spokesman for Harris.

Delaware officials have also said they won’t sign on to the settlement.

A signed deal is not expected soon, said Geoff Greenwood, a spokesman for Iowa Attorney General Tom Miller, who has led the 50-state negotiations. He said late Monday that there are “terms we must still resolve.”

The Obama administration has put pressure on states to accept deal, part of its latest push to help the depressed housing market.

Those who lost their homes to foreclosure are unlikely to get their homes back or benefit much financially from the settlement, which could be as high as $25 billion. About 750,000 Americans ? about half of the households who might be eligible for assistance under the deal ? could receive checks for about $1,800.

But the agreement could reshape long-standing mortgage lending guidelines and make it easier for those at risk of foreclosure to restructure their loans.

Nearly 8 million Americans have faced foreclosure since the housing bubble burst. In some cases, companies that process mortgages failed to verify the information on foreclosure documents. The worst practices, known collectively as “robo-signing,” included employees signing documents they hadn’t read or using fake signatures to sign off on foreclosures.

New York Attorney General Eric Schneiderman, who has opposed previous settlements, has not commented publicly on the latest deal. He was removed from the committee negotiating the settlement in August because of his tough stance.

On Tuesday, Schneiderman was asked by Obama administration to lead a new federal task force investigating the bubble of mortgage-backed securities that contributed to the 2008 financial crisis.

Schneiderman was also one of President Barack Obama’s guests at Tuesday’s State of the Union speech.

House Panel Considers PIP Insurance Overhaul ? CBS Tampa

TALLAHASSEE, Fla. (AP) ? A House panel will consider overhauling Florida?s personal-injury insurance that is now overcome with fraud.

The Civil Justice Subcommittee is meeting on Wednesday to work on a bill (CS/HB 119) overhauling the state?s personal injury protection ? or PIP ? coverage.

The proposed law requires those hurt in a wreck to go to a hospital emergency room or hospital-owned walk-in clinic for PIP coverage to kick in.

PIP insurance pays up to $10,000 to cover medical bills and lost wages after an accident. It doesn?t matter who caused the wreck. All Florida drivers must carry such ?no-fault? insurance.

But fraudsters have turned Florida into the top state for staged accidents. PIP fraud is estimated to reach $1 billion this year.

Report alleges UW athletic official grabbed crotch

MADISON, Wis. (AP) ? A University of Wisconsin student alleged that an athletic department official grabbed his crotch at an alcohol-fueled party during the football team’s trip to the Rose Bowl, according to an independent report released by the school on Tuesday night.

The report says the student alleges former senior associate athletic director John Chadima put his hand down the student’s pants at the end of a party in Chadima’s suite at a Los Angeles hotel on Dec. 31.

The student ? identified only as John Doe in the report ? said he was “shocked and frightened” and slapped Chadima’s hand away.

Chadima was put on administrative leave on Jan. 6 and resigned the same day. He previously had issued an apology for a “lapse in judgment,” and issued another statement through his attorney Tuesday.

“I make no excuses and have come to the realization that over the past few months, alcohol had controlled and consumed my life,” Chadima said. “I am taking steps to correct that problem in my life at this time. I will take full responsibility for my lack of judgment and actions that evening.”

The report said its findings were based on interviews with 23 people, including students and professional staff ? but they were “not able to arrange an interview” with Badgers football coach Bret Bielema.

Three student employees of the athletic department declined to be interviewed.

The report also reviewed information from Chadima’s office computer and school-issued cell phone.

Chadima declined to speak with the panel.

The report said Chadima hosted a bowl game party for staff and student employees for at least the past four years. The most recent party began Dec. 30 and lasted into the early morning hours of Dec. 31, at Chadima’s hotel suite. According to the report, Chadima provided “alcohol, beer and mixers” and guests were invited to serve themselves. Some of the guests were under age 21.

Sometime between 1:30 a.m. and 2 a.m., the alleged victim was leaving along with the last few people left at the party when he said Chadima asked him to “stay here and have a drink with me.” The alleged victim said he and Chadima both had several more drinks and “probably were intoxicated,” but were coherent and in control of their physical movements.

According to the report, Chadima then said he thought the student was gay, and said some of the other student employees thought he was gay. The student said it made him “uncomfortable and defensive.”

The student then said Chadima reached over and removed the student’s belt, putting his hands inside the student’s pants and touching his genitals. The student said he slapped Chadima’s hand away and swore at him.

At that point, the student said Chadima said he thought the student liked it, asking “What are you going to do about it?” and saying, “I could have you fired.”

The student said he quickly left the room, and Chadima seemed to want to gloss over the incident as “just joking around.”

The report said the student then went to the hotel room of his immediate supervisor, whose name is redacted in the report, and related the incident. The student said at the time he didn’t want to do anything that would jeopardize the team’s Rose Bowl preparations.

The student then told a consistent version of the story to three fellow student employees. The report says the student was “pleased and satisfied” with the supportive response he received from the supervisor and fellow students.

The student traveled on the team charter flight back to Madison on Jan. 3.

According to the report, the two unidentified officials called UW police lieutenant Jason Whitney on the morning of Jan. 4; Whitney had traveled with the team to the Rose Bowl.

In a meeting that afternoon, Whitney presented a Dec. 13, 2011, memo from UW-Madison police department chief Susan Riseling which emphasized that any employee witnessing or receiving a report about a sexual assault is required to report it to the Dean of Students office. According to the report, Whitney emphasized the importance of acting promptly.

But the report said the unidentified officials felt “uneasy” about reporting the incident without alerting officials in the athletic department. They described the incident to Holly Weber, the athletic department’s human relations director.

Weber said she would discuss it with senior university legal counsel John Dowling, and asked them to wait until she got back to them to contact the dean. That meeting happened Jan. 6, where the unnamed officials who called Whitney were told to stop the athletic department’s investigation of the incident and that the chancellor’s office would decide how to proceed.

According to the report, the chancellor and Athletic Director Barry Alvarez determined Chadima would be placed on administrative leave. The chancellor decided to appoint a committee to conduct the investigation.

Chadima did not specifically address any of the report’s allegations in his statement.

“I have learned a very hard lesson through this process, am paying a difficult price for my actions, and I hope that a lesson can somehow be learned by all from this situation,” he said. “I also hope that my apologies will be accepted, and forgiveness given.”

State higher education spending sees big decline (AP)

MIAMI ? State funding for higher education has declined because of a slow recovery from the recession and the end of federal stimulus money, according to a study released Monday.

Overall, spending declined by some $6 billion, or nearly 8 percent, over the past year, according to the annual Grapevine study by the Center for the Study of Education Policy at Illinois State University. The reduction was slightly lower, at 4 percent, when money lost from the end of the American Reinvestment and Recovery Act was not taken into account.

The funding reductions, seen across nearly every state, have resulted in larger class sizes and fewer course offerings at many universities and come as enrollment continues to rise.

A report released by the National Science Board last week found similar reductions in state higher education spending, with nearly three-quarters of the nation’s 101 top public research universities experiencing cuts in state funding between 2002 and 2010.

“It’s quite severe,” said Jose-Marie Griffiths, chairwoman of the National Science Board committee that produced the report and vice president for academic affairs at Bryant University in Smithfield, Rhode Island. “The question is, are they ever going to recover to the level they were before? I think all of us are somewhat concerned because the future is a little bit uncertain.”

Only nine states reported increases in total state higher education spending, including the federal stimulus money. In the 41 states where there were funding reductions, declines varied drastically, from about 1 percent in North Carolina to 41 percent in New Hampshire. The hardest-hit states include Arizona, Wisconsin and Louisiana, where spending reductions were nearly 20 percent or higher as federal stimulus money dried up.

James Palmer, editor of the Grapevine survey, said state capacity to finance higher education had also been reduced by diminished tax revenues.

In a statement, the State Higher Education Executive Officers Association said states with the largest declines will likely see higher tuition rates and more pressure to recruit out-of-state students. That raises concerns about access to higher education, particularly for those students who need financial aid, another area where state support has declined.

Educating more students from out of state and less access will have “implications for the availability of an adequately trained workforce in those states,” the organization said.

The group specifically highlighted California, where a $1.5 billion spending reduction, including stimulus funds, over the past two years represents 26 percent of the national decline.

Florida is another state that has seen sustained spending cuts. Over the past five years, state support for higher education has declined 17.5 percent, according to the study. As the state proportion of funding has declined, universities have relied more on tuition, now nearly 50 percent of their operating budget.

Overall state funding appropriations in Florida are about the same as they were 10 years ago, after having risen leading up to 2007-2008. Meanwhile, enrollment has increased by more than 24 percent.

To compensate for the loss, Florida universities have merged departments, instituted hiring freezes and used more adjunct professors, among other actions.

“Each university has been diligent in developing cost-saving strategies to help offset ? but not fully replace ? the budget shortfalls,” according to a brief from the Board of Governors, which oversees Florida’s State University System.

The National Science Board noted the funding decline could have implications for how well the United States is able to educate its workforce and be competitive in a globalized, knowledge-based economy.

Already, the United States has been trailing Asia in science and engineering degrees. Fifty-six percent of all engineering degrees were awarded in Asia in 2008, compared with 4 percent in the U.S. The United States produced 248,000 graduates in the fields of natural science and engineering, while China produced 1 million, a dramatic increase from 2000, when they awarded 280,000. South Korea, Taiwan and Japan produced 330,000 natural science and engineering graduates in 2008 ? again, a larger number than the U.S., even though their population is smaller.

“Right now our aspirations for higher education I think far exceed the vitality of our economy,” Palmer said, referring to the push to increase access to college and degree completion. “In other words, we can’t depend on that state funding as the way we’re going to meet those goals.”

Supreme Court says police must get search warrant to use GPS tracking devices

The US Supreme Court ruled today that police must first obtain a search warrant before using GPS devices to track a suspect’s vehicle, agreeing with an earlier appeals court ruling but rejecting the Obama administration’s position on the case. In delivering the decision, Justice Antonin Scalia wrote that the court holds “that the government’s installation of a GPS device on a target’s vehicle, and its use of that device to monitor the vehicle’s movements, constitutes a ‘search,’” and therefore violated the individual’s Fourth Amendment rights. The case itself concerned a Washington DC nightclub owner and suspected drug dealer, Antoine Jones, who had his car’s movements monitored for a month and was eventually sentenced to life in prison, only to see that conviction overturned by the aforementioned appeals court on the grounds that the police did not have a search warrant when they placed the GPS tracking device on his vehicle.
